Who We Are
The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, adjudication and enforcement work. The OSC also contributes to national and global securities regulation development.

What We Do
The Regulatory Strategy and Research Branch is responsible for the delivery of economic, regulatory, and financial research and analysis that supports the development of OSC regulatory strategy and policy recommendations. The branch advises on, and informs, the OSC’s strategy, priorities, regulatory operations decisions and discussions with other regulatory bodies and agencies concerned with financial stability. The branch also supports both investors and market participants through the Inquiries and Contact Centre.

Reporting to the Director and Chief Economist, the Manager, Regulatory Economics leads the Regulatory Economics team in conducting research and analysis to facilitate evidence-based decision-making and policy development, delivering economic and market analysis, and analyzing financial stability risks in Ontario’s capital markets.
Key Duties and Responsibilities:
- Lead the Regulatory Economics team’s contributions on priority OSC policy and operational initiatives by providing thought leadership in the application of economic analysis to regulatory problems.
- Collaborate with the Director/Chief Economist to foster a visible and credible presence for the Regulatory Strategy and Research Branch.
- Provide subject matter expertise on, and lead, analysis of the anticipated costs and benefits of proposed rulemaking
- Provide advice to the Director and other key stakeholders through briefings, materials, and presentations.
- Identify opportunities for, and lead, research and economic analysis from a variety of data sources to inform and support OSC policy and operational work.
- Work with staff across the OSC to promote evidence-based qualitative and quantitative analysis of the anticipated economic impacts of policy and operational decisions.
- Engage with staff in other Canadian Securities Administrators (CSA) jurisdictions and Heads of Regulatory Agencies in furthering the branch’s goals and objectives.
- Coach and mentor staff on performance, including annual performance management process, ensuring continued alignment of activities with the Regulatory Strategy and Research Branch priorities.
Qualifications:
- Master of Economics, MBA or equivalent postgraduate degree.
- At least 8 years of related experience in government, the financial industry or a similar role.
- High level of proficiency in MS Office (Word, Excel, PowerPoint) and other specialized programs.
- Familiarity with visualization and data science tools such as R, Python and Tableau would be an asset.
- In-depth knowledge of securities trading, asset management, risk analysis, behavioural economics, or public policy would be an asset.
- Proven ability to present complex information effectively using a variety of methods, to all levels and audiences.
- Demonstrated highly developed analytical, decision-making, and problem-solving skills as well as strong attention to detail.
- Ability to systematically break down complex and multidimensional problems and processes, and provide novel solutions.
- High level of self-motivation.
- Demonstrated ability to motivate, coach, develop, mentor, influence and lead others in a professional manner.
- Ability to apply sound judgment and knowledge to complex issues.
- Superior written and oral communication skills.
